From my understand as long as the model is made open-sourced it is free to use.

TPU’s need a bit of work to run anything not already built to work on them. Google definitely trains most of their ML models on them, so things like tacotron/mimic should work on them, but I haven’t seen anyone with a repo pre-built for tpu training usage.
